I have tried many commits between the official 77b5 and the new 78 release. I've attempted to bisect the commits until i've tracked the guilty commit to be svn's 7075.
For my test, i alwais used the same conditions and checked the sim time % of all commits. i have used absolute zero v2 map and as mod i have used ba66 ... during my tests I have built only 3 mexes and 4 solars and during this operation I have checked the load of sim
I noticed that in r7074 's use of the cpu by sim was around 2% to 3% of average with peaks of 5%, 6% while in r7075, the cpu load was near to 5% 6% with peaks near to 9%
I also noticed that the scroll seems to get worse in svn 7075

Did you explicitly test the stutter from 7074 to 7075? If you read the commit message for 7075 you see that the main thing it did was count two frames per second of draw in the cpu load. But there might have been side effects.

There is nothing in commit 7075 that can explain an increase of stuttering.
The CPU load will increase though, but that is intentional.
If the problem persists, make a new report.
