all that the post you link to says, that is relevant to this bug, is:
"-placing a building near buildings often fails"

of course, this is insufficient.

we would need a much better description. what exactly do you mean, very detailed, as in: "one building on the map, i want to build one more, try to place it adjacent to the existing one, and it shows a red square, even doh it will work"

I linked to the post just to mention that more than me sees this problem.
I made this report very short because i was sure that it was a very apparent and reproducable bug for everyone, perhaps its not.
It should be very easy to reproduce, i experienced this many times when i tested 0.81, e.g. try to build a solar collector next to a mex, when i did this with my commander very often nothing happened, after a few tries the commander would eventually build it.

Perhaps its of interest that i am running spring on a linux system (archlinux).

you did not add much valuable info there.
eg: does it show the command you gave it when you press Shift, but not execute, or not show the command at all?
to what percentage does it happen? or what circumstances make it more/less likely?
does it happen more when there are trees around.. i don't know.
you should not ever be assuming a bug is very common, and therefore not describing the bug appropriately.

Not sure if this is related, but commander often refuses to move aside when he blocks his own building spot. See screenshot (map: tabula v2 near upper left corner)

I will hopefully get time to give you a better description.
You can try to reproduce it this way:
- start a BA 7.04 game on Tabula v2, side: arm, startpos: upper left
- try to build solar collectors next to your mexes

I tested some more, seems to be related to path finding and placing buildings next to other buildings, perhaps same issue zerver mentioned.
See attached images:
build_fail.png - it will not build (no ghost building visible after click)
build_ok.png - moved location on step away from existing solar => will build

zerver's issue is of another kind, imho. cleanrock, on image with a fail your grid is green, not red! what happens when you click? just nothing or what?

slogic, nothing happens (i wrote: no ghost building after click) and i also beleive this may very well be the same issue zerver sees

i get the feeling that nobody tries to reproduce this problem, i am pretty sure if a developer tries to build some adjacent buildings which will make the builder walk a non-trivial path they will see this problem quickly

I've seen this in test games too, in particular solars north of airfields in BA.

It seemed as if the click for finally placing the building "hit" the airfield hitsphere, and therefore(?) didn't register as click for placing the building.
